To the contrary, I think stalled SRUs like this by and large represent an
SRU process failure that the SRU team needs to take responsibility for -
either by making time to toss stalled SRUs back out of -proposed, or by
making sure they're on track to be SRUed before accepting packages into
-proposed in the first place.
