Wrestling with my list membership, so I apologize if this idea posts to
the list three time.
A possible solution is to create a new field in Launchpad. When a bug is
created or edited a "Test Case" or "Steps to Reproduce" field would be
available. This would prompt the user for information that they might
not instinctually enter in a report. In addition, because it is in a
specific field, it can be easily pulled out afterward to build suites of
cases during testing.
I've attached a mocked screen shot of a typical bug that comes into
Launchpad, that we may want additional information and steps to
reproduce for with the field I describe.
