Shared website development and/or hosting

To be honest, I don't think the technical side is to worry about. The 
person or group creating the website should decide what works best, 
after they've gotten the draft and specification for the website.

The most important thing is the content.

If we have a shared website, I think the content should be uniform too. 
Here's a few questions concerning that:
* What is the information we want on the site and what are different 
LoCos willing to agree on?
* Who would be willing to start drafting this common structure?
* How should we cooperate on creating the structure?
* How are possible disputes resolved?

Again, technically I'm looking at a few months long process. The work 
with the content will most possibly take longer than that, because all 
LoCos need to agree at least in some level.

I personally think the right way is to get hands dirty and start working 
on the common structure. Then we will have at least something to comment 
and improve. If something feels uncomfortable for some or all LoCos, 
then we'll at least find out the problematic spots as soon as possible. 
Ultimately this can lead to the decision to not create a shared website, 
but at least we didn't waste too much time in drafting it, including the 
technical side.

For starters, we will need people from all LoCos to work together on the 
structure. Let's not waste time arguing over the best CMS or "the right 
way to do it", since we don't even know what we want from the website.
