@Ed: If no nameserver addresses were listed in /etc/resolv.conf at the
time the package tried to download files, that's a bug in Ubuntu's
networking layer, probably in network-manager.  Can you reproduce the
bug in Precise?

@markinfo: Your bug is different and has probably been fixed in Precise.
