Thank you for reporting this to Ubuntu.  xulrunner-1.9 no longer exists
in Maverick (we should probably drop the transitional package)  Bug
576991 is to add a wrapper to gnome-shell to avoid this issue you
mentioned.  As for vlc, I haven't seen an issue where that's broken with
an update, since the binary depends on xulrunner-1.9.2 are very general.
Can you give a specific case where vlc is broken?
