I did that once in breezy, and was told by either Colin or Matt to NOT
do this. I've seen at minimum once such upload in dapper (From pitti,
IIRC), who has done this.

Matt, may we do this, when we need a quick sync? Its kind of frustrating
and holding up our development if syncs don't get processed, escp.
new packages from debian, which we want in dapper.
