You can start by suggesting translations then providing links to your
translation here, once I'm confident about the quality of your
translation you'll get team membership with full translation access.

Translation deadline already passed and no new translations will be
imported.

The installer were fully translated early in the cycle, but they kept
changing the sideshow, sometimes very minor changes, but launchpad is a
very stupid tool forcing me re-translate the string every time, even
though the old translation might be perfectly usable. I did criticise
this publicly on Ubuntu translators mailing list and decided to protest
by not updating that translation; Canonical need to fix their crappy
tool before forcing it on every one.
