A clarification regarding the FloodBots

Regarding the licensure of the Floodbot code:

To the best of the IRCC's knowledge, the FloodBots were never released;
therefore, they are not and cannot be under any license; they were only
used internally. All rights belong to the copyright holder. Any statements
by us that may have claimed differently should be intended as mistaken.
