I'm all for reducing the workload of the IRCC and delegating some
responsibility to the team. As you say, it's entirely possible already
for people to take on tasks and many do so. This proposition is simply
aiming to empower the team even more and encourage you all to pick up
a little area of responsibility on a volunteer basis. Which should be
what communities such as Ubuntu is all about.

However, I still seem to have to remind you that getting rid of the
IRCC is not a feasible proposition. We can empower the team more, but
there needs to be a body which communicates with freenode and resolves
disputes.

Democracy is something you'll easier find elsewhere, sorry.
