#ubuntu-offtopic channel topic

I think a lack of dedicated 'direction' is one of the main reasons I
enjoy the #ubuntu-offtopic so much.  It's a good place to not be
dedicated and locked onto a topic like kernel development, launchpad
issues, ubuntu support, etc.

Perhaps there are things we can do such as policy changes, etc, to
help lessen the !hammertime, !botabuse, ZOMG LADY GAGA things, but I
think it's extremely important to have that -offtopic place to go.
It's almost like 'Cheers' or something.

Perhaps others have ideas on how we could accomplish this?
