I am not at all in agreement about merging the offtopic channels.
#xubuntu-offtopic is a channel where very few hang out. Those who do,
occassionally discuss whatever is on their minds. The fact that they
of #ubuntu-offtopic and yet choose to do this in a channel that has
many fewer people and problems is a good choice. 

Since there are many fewer people, and it is opped by xubuntu ops
means it does not increase the workload at all for those who are ops
in #ubuntu and #ubuntu-offtopic.
