Around the decision making process.

Its probably a good idea to define a list of standard actions/changes that
members of the IRC council can conduct without a vote, and vote to add in
new actions into said list.

Its also probably a good idea to draw up a RACI model so IRCC members know
who to contact, inform of decisions, who is responsible (ircc), and who is
accountable (the cc).

Just my 2c from doing this before.

(I say 'decisions by vote' & not  'decisions'  as lots of decisions
the irc council makes, such as deciding to request a cloak for a user

Well put, that is exactly what I want to define in the document as
confusion around this area has caused unnecessary strife with issues
around xubuntu & ubuntu-devel.

Agreed, that would not only be 'bad' to aim for, but impractical &
tbh, impossible to do.
