I would imagine that the trademark policy and general community
operating procedure to mean that everything works together, which
would mean that the IRCC would be the central point of contact for
subprojects. However, that doesn't prevent it from *delegating*
general responsibility back to the subproject maintainers, so we don't
need to be actively "monitoring" all of the channels or whatever, but
it still makes sense to have the IRCC in the "escalation path" for
issues in those communities relating to IRC before bothering the CC
with them. In this kind of role we need to think of the purpose more
in what I'd hope would be seen as its real role, as a group of wise
and experienced operators who can give advice on how to effectively
manage IRC channels and to help mediate disputes when they arise,
rather than some sweeping policing force for all of Ubuntuland on
Freenode. In that role, we should be making our expertise available
to others in our community for when it's needed, but can certainly
leave day-to-day operation completely up to them.
