Bantracker redesign

Here are some of the features that I was either asked to try to implement or
that I felt were important.  These are just off the top of my head, I might
be missing a few.


   - *Log Highlighting:*  The first thing I do when looking at logs on
   the current bantracker is to turn on Firefox's find and highlight mode.  Its
   invaluable for me to be able quickly look through the logs without having to
   scan every single line for evidence.
   - *Kickbans:* I was asked to try to tie kick then ban events into a
   single kickban event.
   - *More Robust Commenting:* Ability to embed newlines into comments.
   Comment triggers, used in order to quickly store a log of the channel.
   Useful for #u-ops when discussing unbans and/or ultimatums with users.


I'm about to take a code itself, but from what I've seen of the website so
far, it looks great.  I think theres more documentiation there than what I
had found for Supybot.
