Hello.

The guidelines look very reasonable to me. I'm just not sure about the
notifying channels part:

If an operator believes that the offender may be acting in good faith,
silencing and then discussing in private is again a better option than
banning. The operator should in this case, however, notify the channel
in terms similar to: "Please ignore <nickname>, the issue is being dealt
with", to avoid loud complaints that, themselves, could be disruptive
for the channel.
- ---
2) notify the channel with words to the effect that: "I will now unban
<nickname>, because during private discussion I was convinced that he
will not repeat his behavior again. Please give him/her the benefit of
doubt".
- ---

In the first case, people (especially in the larger channels), could
react directly to the notice by the operator, and start discussing (and
all the time the silenced person would have to watch :)). Perhaps an
in-channel warning preceding the silencing will explain enough
(<operator>Offending_user: Please keep your language civil. We will have
to silence you. - with the silencing part optionally coming as a second
warning)

In the second case, it might draw attention to a user that could
otherwise enter the channel unnoticed with a new chance, possibly making
it more difficult for them.
