Ok, you List out, what to do and what not to do. You cannot imagine
importance of these projects. CDAC regulary organize workshops on BOSS and
teach Govt officials about FOSS.
Govt can do better and it is trying with its own limitations. reusing
existent technology is useful. Also localisation efforts will help in
reaching GNU/Linux to mass.
