[ubuntu-hardened] Explicit Congestion Notification (ECN): disable or leave the default setting?

Thank you for your reply. Honestly , I'm also thinking, that
this ECN option should remain in 2 value. Especially after your
notes about tcp_ecn. So 2nd value seems, to be a good solution, right?

I've knew this ECN desription, provided by you, but I  wanted to be
sure.
