Website request: include an easy-to-get-to link to downloads

I'm cc'ing the QA mailing list and Ali so we can consider any changes 
needed. I do rather prefer that we always link to the release notes in 
hopes that users will read them (particularly known issues). How much 
work would it be to add a tree view of quick links at the upper right of 
our release note pages like Ubuntu does:

https://wiki.ubuntu.com/WilyWerewolf/ReleaseNotes

I believe Ali is always looking for others to take over (or help with) 
some of the many tasks he undertakes for the project so maybe someone 
else can offer to help with documentation changes????? We get spread 
pretty thin come release time so more qualified help is always welcome.
