This is a known problem with the current official Ubuntu images on EC2.
 Here's the recommendation I made in December describing how to prevent it:

Fortunately, there is another bug in the current official Ubuntu images
which lets you simply reboot to fix the above problem:

However, there are other listed side-effects of that bug which you
should be aware of before committing to this release.
