Easier than that: anyone with a Launchpad account could edit the wiki, 
but edits for newbies are indexed in a page that anyone can access.

If someone watching that page sees a vandalism, they could report the 
user to an admin by clicking on an option in that page. Then the admin 
could ban the user by name, or even by IP if it is recurring.

At least this is mainly what is done in other wikis that are able to 
deal with vandalism effectively.
