Official vs. community

Hi :)
Is it that "Official" needs to be a lot more static to avoid problems
tracking translations?

If so i take that there has been quite a bit of stress about which pages
really are needed and which can be moved off into the community wiki?

"Base" would have been quite good imo except that the name clashes with
LibreOffice/OpenOffice's database program but i am not sure that is
something to worry about.  Would a clash like that be bad or fairly
harmless (and possibly unavoidable anyway).  I don't think there are any
seriously bad negative connotations for native-English speakers, at least -
not very bad.
