Updating the BugsPlaybook

Hello,

Regarding improvements in documenting how to contribute, a great place to
start is to update the BugsPlaybook.

Because of the switch to Mallard, some processes, concepts, and commands
need serious updates.  If anything, this is a key factor to getting new
contributors confident enough to start.
