+1 I certainly do not want a tag that implies that users can not update
a page.

I do want a tag that includes updating of software other than versions
of Ubuntu. I think the current Needs Updating tag can be changed to
reflect that.

Example:  updating an article about Joomla on an LTS in its third year
of support. The version of Ubuntu stays the same, but the other software
changes.

I would also like a tag that is not as strong as needs updating for
cases in which the page needs to be looked at since was last updated 12
months ago and and may need updating, but I am unsure.

I full agree with Tom that I do not want any tags inhibiting user
contributions because of the implication of any requirement for
approval.
