A big +1 on this interpretation.

IMHO, I think Tom's view is the most accurate at least from the trivial
user point view.

People will generally read the first tag, has something similar to a LP
merge request, where a branch has always to be reviewed by someone
experienced, before actually being merged.
OTOH, I truly believe that the "Needs updating" tag will be read as an
appeal to a users to come up and try to work on it, and after that done
propose the result of their work to be (and just for keeping the analogy)
merged.
