Wiki licensing information

Hi All,

This morning Nathan Handler wrote on IRC that he noticed that the
license information was missing from the footer of the Ubuntu wiki.
Then, later this afternoon, someone came into the #ubuntu-doc channel
inquiring about our wiki license.

Has reference to the license been removed, or was it not there to
begin with?  Dean Sas was able to locate this link:
https://help.ubuntu.com/community/License but that is taken from the
community documentation wiki, not the internal team wiki.

If someone could lend some insight into this, I'd appreciate it. Thanks!
