Manpages are a bit different:

The manpages package is maintained in Ubuntu and contains anything in
sections 4 (Devices), 5 (Formats and Protocols) and 7 (Conventions and
Standards).

Applications provide their respective files for 1, 6 and 8.  So the
chances are that your bug will be against the application that you
entered when you typed "man package".
