This is an interesting issue. In the default theme for
wiki.ubuntu.com, the footer
referencing the licensing terms for the wiki does no exist. However,
in the kubuntunew
theme, the text, "The material on this wiki is available under a free
license, see
Copyright / License for details" appears at the bottom of each page.
That links to [1].
However, after looking some more, it seems that this footer is simply
left over from the
ubuntunew theme which is used on help.ubuntu.com. I know that some
discussion about
the licensing about wiki.ubuntu.com came up when we discussed it for
help.ubuntu.com,
but I do not have a link to that discussion handy.
