The Ubuntu OOBE Idea

This has been discussed a couple of times. I think it's a good idea but
frankly outside the scope of the documentation team, rather a project in its
own right.
Both Phil and I have played around with this.
There are other points:
1. Why after install - what about with the Live CD, as assumedly that is
where most new users will be in need of direction. In this case there is
already the switching guide which could be expanded and improved.
2. Should this pop up every login instead? I know people who use something
similar under Windows and use it as their primary launching mechanism.
3. Can it be disabled, if you don't want it?
4. What need does it fulfill - if it is used to showcase, then the Live CD
would be the place to be. If it launches then we are introducing a new
system outside what will be the users new method.
