I'm not convinced either of these are genuine issues, to be honest. I
think the question mark on the desktop is a decent start to prompt a
user to look for help. Furthermore, I think the structure of the help
center and presence of the "common questions" in the right hand side
of the page are pretty intuitive. Anything more risks being too
imposing.
But, to the extent that these are real issues, we should be thinking
about simpler solutions, such as (using the same numbering):
(a) a simple notification bubble that pops up on first login with a
link to the Help Center
(b) improving the structure and common questions of the Help Center front page.
