I think this is a good idea. Where does "New to Ubuntu?" lead to? 

I think it is important to have a way to bypass this if I'm not new,
as in I have been using this since version 5.04 and don't really want
to see information for the new user. On the other hand, perhaps this
could help resolve some of the new user questions. A very simple close
button after the information opens would work if this is a one-time
"on the desktop" type thing. Otherwise, a way for the experienced user
to get rid of this is necessary.
