Question relating the Tech Review Status page

That's correct, "review" should mean that the section needs to be
reviewed and "complete" should mean that the section is ready for the
shipped documentation.

Many of the sections haven't has their statuses updated recently, so
it's safe to assume that they all need reviewing. To avoid confusion,
I'll update all of the statuses later in the week, if there are no
objections.
