Question relating the Tech Review Status page

I've noticed that the three options under the *writing status* category are
*writing*, *review*, and *complete*.  I understand that *writing* means that
the page is still in progress, but what is the difference between review and
complete?  My first assumption would be that* review* means that it is
available to be checked over, and *complete* means reviewing is
unnecessary.  Is this correct?
