Created apt-cacher-server page, request for help to finish.

I created https://help.ubuntu.com/community/Apt-Cacher-Server 

The basics are all there, but I do not know how to configure clients 
without changing /etc/apt/sources.list.  I understand there is another 
way, and potentially it will allow you to use apt-cacher when you are on 
your home network, but use the official repositories when you are 
elsewhere. 

If anyone can help with updating this, I would greatly appreciate it.  
My company is starting to issue Ubuntu laptops, and this would be a big 
help.
