Converting Docbook to HTML

I got the repository through svn, and that seems to be fine.  However, I
can't convert docbook to HTML, as described at
https://wiki.ubuntu.com/DocumentationTeam/Repository .

I get the following error:

matthew at matthew-e1505:/data/Projects/Documentation/ubuntu-doc/ubuntu$
make dg
make: *** No rule to make target `../build/ubuntu/desktopguide/C',
needed by `dg'.  Stop.

Is there anything I can do to fix this, or is it a known problem?  Are
there other ways to convert to HTML?
