I'm still not really clear on what you mean.  What's the exact URL of
these instructions?

This is because the wiki isn't included in the main search.  I filed a
bug
(https://bugs.launchpad.net/distros/ubuntu/+source/docbook-website/+bug/76244)
about that.

You're right.  The other operating systems are definitely not as
well-documented.  This is partly because it is assumed that users of
Windows are the least techno-savvy.  We should avoid perpetuating this
idea, because it discourages the use of FOSS software.  I just finished
improving the Windows section (by recommending FOSS software), and I'll
try to work on Kubuntu now.
