Release Announcments - important notes IMHO.

I am working on Ubuntu Update Manager Manual at the moment so can't promise to 
get deeply involved. However, I will setup the infrastructure and assist with 
validation etc. Before we do so let's decide whether this is a wiki doc or a 
Docbook doc. If it will be packaged then I suggest it be in Docbook. If not 
use wiki.

I think this document needs to discuss to discuss more than just GUI. There 
are many things under the desktop that are new. As Sivang has said, the 
Release Notes make mention of this. But many of these items cannot be 
captured. So we would have a subset mix of release notes and quickguide in 
this document.
