Categories on the wiki [was "Wiki Team?"]

Just spoke to Daniel about this on irc. 

Essentially what happens is that the Categories are implemented by means of 
a search macro, like this: 

https://wiki.ubuntu.com/CategoryDocteam?action=raw 

Thus, adding CategoryDocteam to any document will suffice to make that 
document appear on the CategoryDocteam page. Once such a page is created, it 
appears in the drop down Category menu for users to select when making new 
pages. 

Daniel made the point that this might lead to the number of the Categories 
spiralling out of control a bit, if users decide to make many categories. 
One idea that we had was to implement some kind of access control scheme 
whereby a wiki team (if such a team is formed) would control CategoryN 
pages. Thus normal users would be free to create pages and add categorize 
them, but the number of Categories would remain under control and stable. 

Thoughts? Henrik, would this even be possible do you think?
