I think that would require a patch so that only certain people could
make new pages called CategorySomething. Sounds doable. To make it more
open though, there should also be a page called 'RequestANewCategory'.
In the meantime, perhaps we can try to do it by social mean. We can set
up a page about wiki categories, explaining what categories are, why
they are useful and why it would be best not to have too many. Each
category that is 'officially adopted' would then be listed with a short
explanation of what it's purpose is.
