status of ccache and libhiredis in main

Until about 5 or 6 years ago, Build-Depends for main packages had to
be in main. Because that's no longer required, I think it's expected
that most developers will have access to universe when building
packages. My opinion is that it's not a problem to move ccache to
universe.
