Upload rearrangements for Raring

Just to be clear, does this mean that when LP: #1068071 is fixed, we'll be
able to just use 'raring' in our changelogs and everything will Just Work
(i.e. the upload will get redirected automatically to raring-proposed).

What about in the meantime?  Do we use raring-proposed to be explicit?
