That is the plan, unless LP folks nix it as being Too Magic.  (Part of
our justification is that Debian does this kind of thing for things like
mapping stable uploads to proposed-updates, and Soyuz has generally
tried to be at least somewhat Debian-compatible.)

I'm hoping it's moot because it'll be fixed very soon.  It won't hurt to
use raring-proposed if you want to.
