Oh, one addendum to this: the plan of record is to also refuse to
regress autopkgtest output for packages where it's available, and in
those cases migration will be delayed until the autopkgtest run has
completed.  I'm not going to do this in the first cut because it's
already enough work to get all of this assembled, but I expect we'll be
doing this by the end of the year.
