Both projects are still very different, and I don't think that it's
realistic to expect all Ubuntu developers to have enough Debian
knowledge to be allowed to upload to Debian without going through a
sponsor (and vice-versa; for example you need knowledge about the Ubuntu
release cycles to know whether it's appropriate to upload to Ubuntu).

The correct place for that would be on http://packages.qa.debian.org, not
alioth. But Debian developers are usually not big fans of Web UIs, so
something that works via email or using a shell script is enough.
