Furthermore, I spent a fair amount of time today analyzing the upstart scripts.

Scott was kind enough to provide a diagram of the way these scripts
are currently configured to execute:

I walked that entire tree with Dan Nurmi, and confirmed that the
parallelism and order of execution shown in that diagram should be
acceptable to Eucalyptus.

Scott also provided a few comments in IRC, indicating that there's
room for some improvement in the upstart scripts.  See 17:49+:

I also provided Scott a syslog where the walrus-registration did run,
but sc-registration and cc-registration did not run.

He referred me to a "meta bug" in Upstart relating to dbus-reconnect.
I confirmed that if I disabled the dbus-reconnect upstart job, all 3
registrations did, in fact, attempt to run, although walrus was the
only one to succeed.  Scott prepared an Upstart package in a PPA for
testing, however, by the time that was available, I had already moved
past this issue in my cloud setup and "fix" registration by using the
-0ubuntu13 eucalyptus package.

I'm mentioning all of this here for my European co-workers to digest tomorrow.
