Years ago when I first encountered the GNOME keyring, I tried, but
failed, to find out answers to my questions. :)
(That I'm exceptional when I care about this is, of course, sad from a
security point of view.)

I completely agree that it's inconsistent and that it should be fixed. I
had to fix our HTPC setup for this: it's on wifi, and has automatic
login, and so kept asking for the password until I figured out how to
enable the magic setting to let network-manager access the wifi password
directly. (I forget what I did, though: it was late at night and I made
no notes.)
