Ubuntu Policy: prefixes for multiples of units

Argh, please not. First, the user doesn't choose a prefix that way,
but he chooses a locale and needs to live with whatever the locale
defines, second, it's *not* a country specific term, but an
international symbol, and third, it would make the whole mess even
worse.
