Emmet just kindly ran some tests for me. The above timing is with
"knits" using bzr 1.3.1, which got 3m19.364s for bzr+ssh.

Using a test branch in "packs" format this dropped to 1m55.591s(http)/
2m12.479s(bzr+ssh).

Upgrading to 1.6 (in Intrepid) dropped this further to 
0m43.880s(http)/1m39.140s(bzr+ssh).

Using the 1.6-packs format again showed a reduction to 0m28.531s(http)/
1m32.237s(bzr+ssh).

His apt-get source time is around 9 seconds, falling to 2 seconds using
an in-country mirror.

This shows that there is still a way to go, but I hope it also shows
that things are improving.

I'm going to raise this specific issue with the Bazaar developers
as a case where performance still seems less than optimal, and as
a case that we care about performance being good.
