This is more or less what I would have said as well.  I think the lines
between UbuntuDevelopment and PackagingGuide are fuzzy, and we will probably
want to move some content from one into the other, but generally, this is on
target.

You might consider renaming UbuntuDevelopment to DeveloperGuide (or renaming
the packaging guide) for consistency; if so, remember that it is linked from
www.ubuntu.com as well.
