I've made some changes to include the comments made on the list and
added that to wiki, https://wiki.ubuntu.com/PatchTaggingGuidelines

Should it be listed somewhere on UbuntuDevelopment?

Having stats on tagged patches and lists of ubuntu specific changes,
patches that need to be sent upstream or tagged would be nice, does
anybody wants to work on those?
