The mailing list doesn't have a specif way to specify what version of
the distribution neither. People write that information to the title or
the description of their mail, they can do the same when sending a bug,
why do you think the list is a better place for them?

Pointing issues make easier for upstream and maintainers to figure what
issues the users are facing and what is to fix. The unstable version is
where most of the bugs are fixed so it makes sense file bugs for it.

While I agree than having a version setting would be nice, nothing
prevent you to mention the versions of the distribution and package you
are using to the bug description. Bugs are marked as fixed when they are
fixed to the current unstable distribution, if a bug need to be fixed to
a stable distribution a backport task can be opened.
